Candidates should contest from one seat: Law panel

The Law Commission of India has recommended a series of electoral reforms, including those requiring amendments in existing laws and rules, in its latest report to the Centre.

Addressing reporters, Law Commission Chairman Justice A P Shah (retd) said, among other things, the Commission has recommended that no candidate should be allowed to contest from more than one constituency. The 255th report of the Law Commission also wants that appointment of the CEC and the two ECs be made through a collegium and independents should be banned from contesting polls.

In its second report on electoral reforms in a year, the law panel has also rejected the idea of compulsory voting and has stressed on regulating and restricting government sponsored advertisements six months prior to the date of expiry of the House “to maintain the purity of elections”.

On the issue of electoral finances, it said election expenses incurred or authorised by candidates or their election agents, currently extends from the date of nomination to the date of declaration of results.
